The YORbuild Framework consists of four sub-regional frameworks each with six value banded lots dealing with all values of new build, refurbishment and design build construction works which can be accessed by any Local Authority, Public Sector Body or Third Sector Organisation in the Yorkshire and Humber region.

YORbuild Framework Lotting Structure

The YORbuild Framework consists of four subregional lots each with six value bands:

  • Lot 1: up to £100k
  • Lot 2: Over £100k up to £500k
  • Lot 3: Over £500k up to £1m
  • Lot 4: Over £1m up to £3.5m
  • Lot 5: Over £3.5m up to £10m
  • Lot 6: Over £10m

Four regional Local Authorities collaborated as a Project Team to procure the YORbuild Framework, each representing one of the Sub-regional frameworks:

  • Scarborough Borough Council – North Sub-region
  • East Riding of Yorkshire – East Sub-region
  • Rotherham Metropolitan Borough Council – South Sub-region
  • Leeds City Council – West Sub-region

The fully compliant EU framework procurement process was hosted using the Supplier Contract Management System which is a procurement portal for the Councils within the Yorkshire and the Humber region commencing in December 2008 and concluded in December 2009. The Regional Improvement and Efficiency Partnership, YoHr Space funded the cross regional resources required to manage the framework procurement process and recognised the strategic importance of the framework by including it as a key part of the Regional Improvement and Efficiency Strategy.

The YORbuild Framework offers its users great flexibility in terms of calling projects off with:

  • 5 different call off methods to suit users individual needs which can be administered in a matter of weeks as the requirements of OJEU have already been met through the framework procurement process.
  • Flexibility in the allocation of price and quality weightings.
  • Appointment of contracts under the NEC3 suite of contracts which is the Office of Government Commerce’s recommended Form of Construction Contract for the Public Sector. The NEC suite includes The NEC3 Engineering and Construction Contract (June 2005, with amendments 2006), The NEC3 Engineering and Construction Short Contract 2nd Edition (2005), The NEC3 Professional Services Contract (June 2005, with amendments 2006) and The NEC3 Term Service Contract (June 2005, with amendments 2006).
