The YORbuild Framework is a key part of the Regional Improvement and Efficiency Strategy and therefore the framework and its outputs relates directly to the role of the Regional Improvement and Efficiency Partnership, YoHr Space. YoHr space provided funding to resource the procurement effort in forming the YORbuild Framework and have subsequently resourced some of the key initiatives that are part of the YORbuild Framework Management Strategy.

In addition to YoHr Space, the Regional Improvement and Efficiency Partnership YORbuild works closely with other regional and national bodies.

The NEC 3 form of contract has the unique distinction of a full endorsement from the Office of Government Commerce and the National Audit Office. The NEC suite of contracts forms the contractual back bone of the YORbuild Framework and facilitates the use of the NEC 3 main form of contract and all of its individual options, the Short Form, the Term Service Contract and the Professional Services Contract.

NEC offers a unique portfolio of support and product services including Training, eLearning, Consultancy, Users’ Group, print and digital contracts and project HealthCheck.

Construction Skills have worked closely with the YORbuild Framework Management Team to develop the Employment and Skills Planning Model which forms the basis of the employment and skills plans which are embedded into every project called off via the YORbuild Framework. The efforts of the YORbuild Framework Management Team in driving forward employment and skills planning have been recognised on a national level through the award of National Skills Academy for Construction status. In addition the YORbuild Framework has been recognised as an exemplar in delivering employment and skills outputs and features in a number of case studies.

Supply Chain Management is a core theme of the YORbuild Framework Management Strategy with particular focus upon a transparent approach, local sourcing and effective measurement and management. The Think Zero initiative is Contractor led with a number of framework contractors being central to its development. Think Zero works closely with existing framework partners to ensure that the competency and capacity of the wider supply chain is developed to meet the requirements of the YORbuild which are crystallised in the Framework Management Strategy.

The YORbuild Framework has developed in collaboration with its partners Think Zero a programme to ensure that the wider supply chain can engage opportunities via the framework. The YORbuild Supply Chain Engagement Programme offers visibility of project package opportunities and provides development training so that businesses can be better informed about the requirements of the framework and its Contractors.

Waste and Resources Action Plan or WRAP is a not for profit organisation funded Defra, the Scottish Government, the Welsh Assembly Government and the Northern Ireland Assembly. As the delivery body for national waste strategies WRAP works with a number of industrial sectors including construction to improve the resource efficiency performance of organisations. In particular in the construction sector WRAP supports organisations to be more resource efficient in pursuit of the targets set by the Governments Strategy for Sustainable Construction.  The Halving Waste to Landfill programme will involve the detailed measurement of waste from projects procured via the YORbuild Framework and this will feed into the wider Performance Measurement and Management model for the framework.

Yorkshire Purchasing Organisation (YPO), as a professional buying organisation allows public sector customers to enjoy cost and efficiency savings in the North and South West of England, Scotland and Wales.  YPO can also provide users with access to national framework agreements. YORbuild and YPO work in partnership to develop project opportunities for the framework through engagement of YPO’s existing public sector customer base and other shared communications.
