A: Local Authorities within Yorkshire and the Humber region spend approximately £1.2bn per annum on Construction Services. Other Public Sector Bodies and Third Sector Organisations spend is in addition to this. Whilst some regional Local Authorities have the capacity to procure and manage collaborative construction contracts there is an agreed need to provide a access to a collaborative construction framework for all of the regions Local Authorities, Public Sector Bodies and Third Sector Organisations.

Q: Who is behind the YORbuild Framework?

A: Funding to procure the YORbuild Framework has been provided by the Regional Improvement and Efficiency Partnership and the YORbuild Framework features in the Regional Improvement and Efficiency Strategy. Earlier work in establishing the team that is procuring the YORbuild Framework was funded by the Yorkshire and Humber Centre of Excellence. The team that is procuring the YORbuild Framework consists of procurement and asset management professionals from East Riding of Yorkshire Council, Leeds City Council, Rotherham Metropolitan Borough Council and Scarborough Borough Council.

Q: Who can use the YORbuild Framework as a Client?

A: The YORbuild Framework is open for the use of Local Authorities, Public Sector Bodies i.e. Emergency Services, Police and Third Sector Organisations within Yorkshire and the Humber.

Q: How long will the YORbuild Framework last?

A: The YORbuild Framework will have an initial life of 4 years and may be extended for a further 2 years if specific requirements and conditions are satisfied.

Q: What kind of Construction Projects is the YORbuild Framework aimed at?

A: New Build, Refurbishment and Design and Build Projects. The YORbuild Framework provides for Building Construction Works however the Frameworks Contractors have the ability to deliver some Civil Engineering Construction Works also.

Q: What form of Contract will be employed for projects under the YORbuild Framework?

A: The NEC suite of Contracts will be employed under the YORbuild Framework.

Q: Why would a Local Authority, Public Sector Body or Third Sector Organisation procure a project via the YORbuild Framework?

A: The YORbuild Framework will be procured in compliance with European Procurement requirements and will provide collaborative Contractors who have demonstrated their competence and capabilities against robust evaluation criteria. Due to the nature of the framework procurement Local Authority, Public Sector Body or Third Sector Organisation will be able to “call off” projects via the framework through a number of protocols which make the procurement of projects swifter and more efficient. Therefore before construction has commenced programme efficiencies have already been achieved. In addition to this collaborative construction frameworks have demonstrated improved performance and out turn costs through improved working and supply chain management.

Q: Why do collaborative construction frameworks similar to YORbuild provide improved performance and out turn costs?

A: Through the aggregation of Client requirements the framework has the potential to offer consistency in workload over a large geographic region

Q: Can projects of any value be procured via YORbuild?

A: Yes, the YORbuild Framework Lot 1 provides the entry level for projects through to Lot 6 which provides for projects with a value in excess of £10m with no upper limit.

Q: Do prospective Clients have to commit all of their projects to the YORbuild Framework or can they just procure one off projects?

A: Prospective Clients do not have to commit all of their projects to the YORbuild Framework, indeed the YORbuild Framework should be of great interest to Local Authorities, Public Sector Bodies and Third Sector Organisations who may be contemplating one off project procurements. We would hope that through the excellent performance of Contractors on the YORbuild Framework that Prospective Clients will commit to the procurement of their projects via the Framework on an ongoing basis.

Q: What are the contractual arrangements around the YORbuild Framework?

A: The contractual arrangement around the YORbuild Framework reflects those of established framework procurement. Initially Contractors are selected to take a place on the framework and this appointment is made under a Framework Agreement between the Contractor and the Contracting Authority (East Riding of Yorkshire Council, Leeds City Council, Rotherham Metropolitan Borough Council and Scarborough Borough Council depending upon the area). Following this via the chosen protocol a Contractor will be awarded a contract for the delivery of a Project under a Contract from the NEC suite dependent upon the basis of the project. The Contract will be between the Contractor and the Client for the project. In addition a Service Level Agreement will be entered into between the Client for the Project and the YORbuild Framework Management Team who will provide a range of services including procurement management via the YORbuild Framework.

Q: Is it free of charge for Local Authorities, Public Sector Bodies and Third Sector Organisations to procure projects via the YORbuild Framework?

A: There is a charge for using the YORbuild Framework which primarily funds resources to provide a procurement service to Clients in addition to other important Framework Management processes i.e. performance management, benchmarking etc.
